Can't get to 60 revolutionaries despite everything
So I've currently got 5 Newspapers set to the independent covering every citizen on the map as well as two chapels in the colonial era. I've been assassinating crown royalists and bribing them but STILL can't get to 60 out of 60 support... Is there anything else I can do to get 60 out of 60?

Have you fullfilled the requests the revolutionaries give to you? Build every building they want (you can delete it one second later). That should give you enough support.

Also consider refusing Crown requests, or at least leaving them unfulfilled until you actually need a mandate extension, as these give you a relations penalty with the Revolutionary faction.

Well the truth is most tropicans belong to loyalist and revolutionalist faction at the same time so killing them will only reduce numbers, try to kill only diehard loyalists and loyalists which don't belong to two factions too much.

Newspapers increase the *number* of people in the revolutionary faction, not the *support* of the people in the faction. Fulfilling Sophia's tasks increases revolutionary support, as does building certain buildings like the fort and guard towers. And bulldoze that dungeon.

As far as I am aware, this is incorrect; at any rate, I cannot recall ever seeing a Tropican who was simultaneously in both factions of a given pairing, and as such killing Loyalists should not automatically reduce the number of Revolutionaries.

Each faction pairing essentially represents an "issue," with faction membership and the strength of belief effectively representing the results of a "here is a statement; do you [strongly agree] / [agree] / [slightly agree] / [indifferent or undecided] / [slightly disagree] / [disagree] / [strongly disagree]" survey that poses one statement per "issue" in the current era and requires respondents to select the one answer that best describes how they feel about the statement, with the "agrees" being one faction and the "disagrees" being the other for whichever pairing is associated with that "issue."

1. Make sure your newspaper covers only residential areas. Make sure you selected the correct option to turn people into revolutionaries in the newspaper menu.
2. Make you choose : "Revolutionaries immigrants" as rewards.

You really need only 1 library and choosing revolutionaries rewards to easily reach that goal. I've never NOT being able to reach that goal.

I had this problem, It would hover between 53-55 but never higher. After reading this post, I demolished the dungeon, stopped the Penal Colony Edict and I built 3 more Newspapers and changed all 4 to "independent" this increased it to 58 but it wouldn't budge past this. I then started killing loyalist die-hards 5 at a time until all 15 were gone, it then begrudgingly went to 60 and I was finally able to leave the colony days behind!
