Each faction pairing essentially represents an "issue," with faction membership and the strength of belief effectively representing the results of a "here is a statement; do you [strongly agree] / [agree] / [slightly agree] / [indifferent or undecided] / [slightly disagree] / [disagree] / [strongly disagree]" survey that poses one statement per "issue" in the current era and requires respondents to select the one answer that best describes how they feel about the statement, with the "agrees" being one faction and the "disagrees" being the other for whichever pairing is associated with that "issue."
2. Make you choose : "Revolutionaries immigrants" as rewards.
You really need only 1 library and choosing revolutionaries rewards to easily reach that goal. I've never NOT being able to reach that goal.
