How is this achievement achieved？

Don't panic! Let the space program end with a special event。

Anyone knows if it needs to be a Mars project? Or does Moon project fit the requirement, too?

You need to use the Space Program building found in the Media and Education tab, not the Spaceport Complex missions.

Omg! Thanks, that made me get it in half an hour. After I played to the year 2450 with Mars missions.
