Need help finding out which mod I need to change the settings of because of an annoying visual effect
I do remember doing this when I first installed the mod but for the life of me I do not remember which mod it is. It's the visual effect where objects you're focusing on look clear but everything else becomes blurry. I can not remember the name of this effect nor do I remember which mod it was that causes it, but I do remember that there was a pop up when I first downloaded the mod where there were pictures of plants, I think snow berries and it shows the how the blur effect works. Looking at the picture made me think that it wasn't too bad, but my god has it been ♥♥♥♥♥♥♥ with my eyes. I honestly feel like I'm getting dizzy sometimes.

I tried looking through my mods if it was a mod dedicated to the effect but I didn't see any with names relating to it in the visual effects section. If anyone can figure it out, here is my load order. I would very much appreciate any help given.

The option is called Depth of Field. As for what the mod is, can't help with that.

Sounds like you're running an ENB with an aggressive DOF. What ENB are you running? If you don't remember which ENB you're running, you should be able to see it in your nexus download history (Open nexus, click the nexus logo top right -> Download history -> put ENB in the search bar.)

Something you can try is opening the ENB GUI. (Shift + enter, I think it was, haven't played in a while again) and look for depth of field and disable it, with luck this is enough to turn it off. Can't really help more without knowing the enb.

I do not run ENBs, the only thing I have that relates to ENBs is word wall transparency fix for ENB.
it's probably a mod triggering use of an IMOD... imagespace modifier... like when you're talking to a daedric prince and only the center is in focus and everything else heavily blurred? it happens usually when people get a stuck one they don't want, not one they enabled manually, intentionally! lots of the toggles for them are glitchy and you can skip the bit where it's supposed to turn off, and get stuck with it... boethia's calling, the mace of molag bal, are really common ones where it won't go away...

so logically thinking, it will be something to do with camera or appearance mods, and of that list the only things that might makes sense is fleshfx or joy of perspective, but I don't know, so you're gonna have to methodically go down every mod in your MCM if it's not in those two. (it could also be an SKSE mod that you didn't list, too)

alternatively you can just 'sisme 0' as it'll disable all imagespace modifiers for this session; game will look a bit plainer than normal, but hey, you didn't have to do any work. :-)

Why are you using a mod for ENBs if you’re not using an ENB?
the vanilla game has DoF, might be a mod enhancing the effect but it exits without mods

you might check Joy of Perspective , i never had anything but problems with it. id also go in and check the graphics settings , most games have a setting to adjust it. cant remember what its called (been years since i looked at SSE settings)

your DoF just adjusts how much of the world you see in game , it has nothing to do with movement/edge blur. i never went into the game files to fix something or install mods. but if youve been in the actual game files i cant help you.

You seem to be mistaking DoF (Depth of Field) with FoV (Field of View), 2 very different things.

That's field of view. I can change that with the fov command easily.

I have already checked the options on the Skyrim launcher and there isn't a DoF option that I saw.

Try using Bethini Pie, you'll find DoF settings on the "Visuals" tab
