It's not a bug. They both count as head gear so they will conflict.

some small head items like circlets or face-masks can be combined with certain hoods (one helmet) or hooded armors.

I'm currently trying to equip both Krosis and the Ancient Shrouded Cowl for the Archery bonuses but it won't let me.

Try equipping the cowl first, then Krosis. From some discussions, the order in which you equip them does seem to make a difference.

The UESP wiki mentions this may only work with Khajiit and Argonians (the cowl apparently has no model when worn by those races). There are a few head items in the game that only occupy the hair slot, while most occupy the hair and circlet slots. However, the Unofficial Patch changes this so wearing both might not work if you are using the patch.

It's a bug, you aren't supposed to be able to wear both.
It's a bug due to some items apparently only occupying "hair" slot, unlike most helmets that take up hair and face.

I'm sure he will be happy to finally hear that, seven years later.

I tried many things and could't figure it out. So I downloaded SSEEdit to try to crack the mystery:

In the latest patch of Skyrim on Steam (1.6.1170):
- Ancient Shrouded Cowl occupies both the HAIR and CIRCLET slots.
- Krosis occupies both the HEAD and CIRCLET slots.

Surprinsingly, the Unofficial Patch doesn't change any of these items. So I assume the bug/feature was fixed in a certain patch by Bethesda themselves.

Changing which slots they occupy in SSEEdit made me be able to wear both of them together (WITH visual bugs, mind you, but I play in 1st person so whatever).

Brief, bad tutorial on how to do that:
1. On SSEEdit, open the "[00] Skyrim.esm" file on the left
2. Now open "Armor" and search for both "Krosis" and "Ancient Shrouded Cowl", on the "Name" column.
3. Right Click them one at a time, and "Copy as override into..."
4. Ignore the warning like a chad
5. Select "<new file>.esp (you are basically creating a mod/patch for yourself, congrats!) for the first item, and for the second item select the same .esp file so you group them together.
6. Now open up the new .esp file you created the same way you opened [00] Skyrim.esm
7. You'll see both of the items under "Armor", now look at the right side of your SSEEdit, you're looking for the slots of the item ( https://imgur.com/a/iuC2a66 )
8. In the column <YourFileName>.esp, change which slots the items occupy, in a way that they DO NOT conflict. (I change Krosis to Circlet and Ancient Shrouded Cowl to Head and Hair)
9. Make sure the new .esp file is being loaded (for example, in Vortex, it appears automatically in the Plugins tab)
10. Profit from +55% bow damage

That's actually not such a bad tutorial, F u kurou. Though for general and basic editing in xEdit, one should refer to the PINNED TOPIC Helpful Links and References.
