Basically, if you are the vassal of a hostile king, it is not worth trying to improve your relation.
If you are independent, or your king is not at war with the faction, they would only be hostile to you if they consider you an outlaw. You must have been the aggressor during peace - you may have raided a village, robbed a caravan, mugged some peasants, attacked a lord without cause, etc.
If you are an outlaw, you have to find a lord and bribe him to clear your name. Note that the lord may decide that he will enjoy kicking your аss instead. So try to talk to a lord who likes you enough to listen to you, to one who is weaker than you, or to one that is resting in a walled fief.
