I think it's more complete, rather than dead, since it's not in early access or anything.

Game was in Early Access and then got updates for 3 years, I assume it's simply considered finished. It's not an online game, so why would it be dead?

i just bought this game and I like it hopefully the Devs are still doing some updates. this game pretty cool

The community isn't keeping it alive with new hardware, so that part is dead. Other than that it's just a finished single player game.
