I've made 4 levels and haven't had any issue uploading them. My 5th won't upload. It says in-game that it's gone through and it's not in my Workshop. EDIT: Just to make sure the achievement still worked, I did a no obstable level and uploaded and it worked just fine. But the level that took me about 35 minutes to make sure it works right won't upload. Is there something every level MUST have in order to work? Besides the character and pencil of course. ...
