Give more life to the game *Major spoilers*
It feels like a lot of effort was put into the first residents of the house, but as the game progresses, the characters gradually become more and more lifeless.
Some clear examples are Rowena, Anjei, the old librarian, the old guy at the end, the Admiral...

-It seems Rowena and Anjei are tied together to a single quest which is entirely missable (and is bugged)

-The librarian and the old guy at the end, as far as I know, are almost completely useless. You can gain some reputation once by talking to the old guy and telling him he made a good deal. You can lose 500 reputation to the librarian as often as you want by repeatedly telling her you screwed with the books. Aside from that, I dont think they do absolutely anything. Exactly the same as Rowena and Anjei if you missed their quest (or even if you got it for the most part, just 1 eviction more).

-The General (admiral or whatever) is useless. You get charged like 1500 for having him in the house, and can choose some ways to kill him, but that's it. It would be nice if you could add some more life, by largely boosting the expenses he incurs while there, and finding some way to have him stop spending so much, such as through blackmail, maybe helping him through some quest, or just killing him ASAP. Otherwise just add some quests for him, maybe he asks for something illegal, with consequences whether you choose to help or not, no idea.

-Inga and Gerda are also pretty lifeless, you can meet them, and then choose to kill or help them, pretty much the same as the General

-Albert is ok but could definitely be improved. Would be nice if there was some more snooping involved, or having to build his trust more before he tells you who he is. I mean, you get two options: Tell me the truth, or Tell me the truth (-500 reputation), so it seems like you guys originally also wanted to develop the character a bit more, but for some reason you didn't.

-The Checkpoint officer: Good for the final quest, that's it. Shouldn't you have to build up some trust and friendship before he offers to get you across the border, with or without papers? Also, his wife is entirely useless.

-The Engineer: Another random character, basically only useful as a secondary part to Albert. He has a small quest, in which he tasks me to find out if his wife is cheating on him (even though she sleeps with his boss in front of him).

Maybe its just me, but it feels like the first residents offered a lot more. I think a great example of this shift is Clara: At the beginning, you find her through a newspaper ad, have to use the phone several times, get chocolate for shpak, she asks for booze, and when evicting her, you have several methods available to you. Yet when she comes back, she's almost completely useless. The most you can get out of her is a small optional accusation and basically choosing yes/no. And the consequence of that choice is basically non-existant, as she buggers off and the engineer disappears either way.

Due to this, it feels like the game isn't really finished. The beginning is much more involved, and the end feels like it had good ideas but were never implemented due to rushing a date.
