It looks an issue related to the anti-virus program you are using. Please refer to the guide below:
A. Terminate the anti-virus program you are using.

C. Run the game again.
D. If the issue has been solved, set your anti-virus program not to make it to check the directory where the game is installed.
E. Run your antivirus program and enjoy the game.
Dandylion is a small independent game studio and little known to the people. And the game they made(=Troubleshooter) is also little known to the people. Some antivirus programs regard the files that are essential for the game as 'unidentified and dangerous' and they delete or isolate those files. In many similar cases of yours, this is a direct cause of the issue.

Go to your Steam LIBRARY → in the list on the left, hover the mouse cursor on Troubleshooter: Abandoned Children and click right mouse button. → Properties... → Installed Files → Browse... → (Troubleshooter installed folder is opened) → Release → bin → run LogTransporter.exe
