Sadly there is no ingame option to switch between windowed and fullscreen mode. You have to use the windows default. alt+enter

Documents -> CAPCOM -> SUPERSTREETFIGHTER4 -> open config.ini -> change Fullscreen from OFF to ON -> save changes.

It seems to have disappeared with the transition to Steamworks, but I very clearly remember the option to enable/disable full screen play being there when it was still GFWL.

This game was being held back by GFWL

I would have been owning this a long time ago but I seen that GFWL and Sai no thanks

You can also use Borderless Gaming software. As the name implies, it helps you force Borderless Fullscreen when certain games do not include it by default for whatever reason.

still works nearly a decade later

Go ...\Documents\CAPCOM\SUPERSTREETFIGHTERIV
Edit config.ini file and set:

FullScreen=ON

If you want, you can also set:
VSync=ON
FrameRate=FIXED

to try to fix any FPS issue you might have.

After that, you will never bother again.
