It says "Chance to apply other cards' effect". I upgraded it to rank 3 just to be sure in testing it. It has 100% chance. I have epic arrow card equipped with it. I even have active arrows equipped from it. Arrows rain still doesn't break fire hearts with a single hit despite epic arrows should. I am not even getting into the fact that rank 3 fire arrows do 3 damage but with Arrow Rain once again nothing happens....

There are a few other posts out here that talked about if you are playing on Windows and then load up on Mac you lose ALL of your progress and it syncs to the cloud. This happened to me too ha! I sent an email with my save files explaining the situation as per the guidance I saw on the other posts however, I never got a reply. I wanted to check in again while I am thinking of it and see if the process changed to get support. Can you advise on the best way to see if I can recover my saves?...
