Locked at 58 fps

So i've tried everything i can think of and the game seems to be locked at 58.6 fps. Forced vsync, tried to limit frames with Riva, nothing really seems to be working.

Relevant specs:
GTX 970
i7 6700k

Anyone able to keep it at a constant 60?

GTX980ti and run at soild 60fps all the time. Have you run with window 7 compatible mode? Do you have Nvidia Experience installed because this game and Nvidia experience seems to conflict with each other and cause weird graphic issue, slow, including unstable FPS

I have tried running the game both with and without compatibility mode active. Same result.

I do have nvidia experience installed. I will try closing out of it and see if anything changes.

Also, and I hope you don't take this as an insult, are you sure your game is running at 60 fps? Like you are using some sort of program and it is saying 60fps? Not just eyeballing?

Just uninstalled geforce. Game still locked at 58.6 fps.

Driving me crazy lol.

I enable steam in-game FPS counter so yeah it says 60 all the time.

it's weird to lock at specific FPS and constantly lock with no dropping at all, I guess it has to do with some program of sort, probably not hardward issue because you have both strong VGA and Processor.

I got same problem like OP. (Stucked at 58fps)
Did you found how to fix that?

i have 120(may display rate) on cutscene (intro) and 60 ingame
I7 7700M + 1070M 1080P
