How would you feel if VALVE removed maps no one played?
Let's say VALVE does a survey and find out that only, random number here, less than 500-800 players play a map. To reduce the file size of the map would you be ok with the map being removed from the game? Community servers can still have it in rotation but it won't be supported in a official capacity and would hopefully reduce the game file size.

Tbh that would be the best, this game is pretty bloated with its overabundance of maps

Honestly they should probably just remove the data from the holiday maps when they're out of rotation and then add them back in when they release the seasonal updates. Not much reason to have a map like Brimstone in the files when nobody can play it for 11 of the 12 months in a year.

Removing things after the fact without angering at least a few players is kinda hard. Besides, the map bloat and file size are overrated problems IMO.

I'm sure they could make something similar to how community servers handle unofficial maps, where they are downloaded on demand rather than all at once. Certainly would help for the maps that are only playable in casual for a month.

If the situation called for a map's removal then Valve themselves should post it on the workshop.
Personally I'd be disappointed that they weren't removing more popular maps as well.
I wouldn't really like this tbh, the reason i'm ok with the number of maps in the game rn or when they add more (excluding halloween maps and christmas maps cause they only appear during those months) I have the freedom of choice to choose what maps i play on, by removing maps due to a vote or something similar that could easily be influenced by outside sources like i.e a big youtuber going "vote for this map cause i don't like it", there are maps that i might like that others don't and vice versa, i want the right to choose, i don't want others choosing for me, that's one of the fundamentals of TF2, is my choice, the players choice, its why i hate when people push so hard for "OH WE SHOULD FOLLOW THIS GUYS COMMAND" cause i directly do not want to controlled by one persons ideals.
Here's an idea... keep just the core set of maps and all official maps become Workshop items so that the base install of TF2 gets back below 30GB to something reasonable... like 8GB.

That would be bad but that is not what I'm saying. I mean Valve to keep track of the average number of players on a map and the remove the least played ones. I think a voting system would not work and instead would be better for Valve to remove the least played maps themselves.
