City of Engines (Delgado) Storyline Question SPOILERS
So Is there any way to free the hostage king and for him to actually come out on top? Without me dying myself. I don't have any particular problem with the guy wanting his city back

Don't remember, what happens at the end of the quest if you go all the way siding with him? It was long ago and I do remember that completing this quest siding with Hostage-King was bad achievement-wise.

From what I remembered, the most you can do is help him finished the Demon and he "says" he will attack the city, but made no difference whatsoever to the story.
