IIRC there is 2 ways to spend Divine Favour: to get +10 in some stat, or to get something material, some rare thing. Like, Morbazar's favour gave me The Key and smth else.
So if you can't spend Cobblestone favour on stat, you can try to get material? Or vice versa.
The Problem with Cobblestone is that you can't gain divine favours at all.
Don't worry too much, there isn't anything from the divine favours that can't be obtained else where.
Oh, except "Reputation: The City of Angels" from the "Wyl o'Pan's Favour", which isn't a necessity any way.
You can still gain divine scrutiny for other sanctioned gods.
You can check the wiki for other ways to gain divine scrutiny other than preaching.
