Museum mission not appearing

I'm quite a ways into the game I think, and I cannot get the museum mission to appear in the city of keys.

My city rep is 7 and I've been visited the city probably 50 times, today I've just been going back and forth trying to trigger the quest as I have 150 pounds of stuff for the place and I dont want to just sell it all off.

Is there any reason that the museum just doesn't happen? Is it possible I did something to prevent it?

I am looking for this quest in the city of keys.

So I've reloaded from the city and done the "wander the streets" option now I don't know how many times.

This quest is not random, something can block it.
