Pros:
- The emperor is a paranoid schizophrenic; it might be funny at first, but he's constantly changing his mind, blaming others of rebellion, and ordering the deaths of anyone who catches him in a bad mood. Taking him out means saving everyone outside of Chimer.
- Mayor Feverbeard and the Painted Queen are murderers, but they're enslaved to an insane empire policed by angry test subjects and ruled by a madman. They have to resort to brutal tactics to stay in power and keep some semblance of order, or the empire will take direct control, and the emperor's direct orders will be worse. An interview with PQ reveals that she's actually mentally stable, and while her claim of sanity is a stretch, the fact remains that Harlequinn is too afraid of Chimer and itself to stop the madness. Stopping Chimer's police means they can recover as well.
- Lisshan is in the middle of a civil war, and it is anything but civil. Keeping the Chimer Empire stable means Lisshan won't give up the fight and will get stomped.
- The Mycena Free State is a nightmare. Countless Mycenae are forced into slave labor to build a giant statue to the Emperor. Most of their forests and homes have been harvested for shoddy statue materials. Even if the statue is completed, it will always require maintenance. The locals will be used for a long time if you don't do something about it. Also, humans find their brains to be a good drug, so you should stop that.
Cons:
- You get thousands of patchwork soldiers tortured and murdered by their own living city. Most of them are only bitter because they've worn themselves out doing the best they can for a horrible empire they're loyal to, and you taught their murderer how to be a creative ♥♥♥♥♥.
It does help a lot.
