you're supposed to clear all the cursed fire, since that's what they respawn in, tho there is a single spot where the fire is glitched and you can't erase it, but appearantley you can counter that by just blocking up that spot so they have no space to respawn in. (2nd floor on the left, infront of the locked office)

You have to put out every single instance of cursed fire in their vicinity - if you haven't picked up on it yet, they will always respawn on top of it. Yup, this means you need bless on all 4 of your characters and full source bars or you won't have enough to put it all out. If they sill respawn, check the place when they spawn, there might a pixel of cursed fire left somewhere in the textures (which happened to me and drove me crazy as well). Also watch out for Voidwoken bodies in the area - if fire touches their blood it will create extra cursed fire pools which you absolutely want to avoid.

I really would like to know what was going in the head of the person who came up with this idea.

you can also use tornado which doesn't use source and is therefor much better for this quest.

I've been using the tornado skill on every surface possible.
Has worked for the first two undead, just the other four to go, I guess.

This is a little late, but if you put them in holy fire. This weakens them and then you're able to kill them without them respawning. This has taken me 4 years of playing this game to work out.
