Guys, does using worskhop mods disable acheivements?
If so, is there a mod that can re-enable them?

Yes. Using them and most of the giftbags disable achievements.

You can get around this by getting Norbytes script extender for DoS2 and it will remove that god awful restriction. The extender takes seconds to turn on too, so it is super easy to download and get running
