Is there a way where you can destroy cities?

I’m honestly tired of flying around fighting aliens when you can’t destroy cities.

Is there a way to destroy cities with out mods?

if you finish the game there's a sandbox mode yeah..
but i don't see a reason to use the included sandbox mode when it's terrible compared to the megaton sandbox mod.

Do I still get the penalty if I destroy a city in sandbox mode?

no. it's just a free roam where you can do whatever you want.
it's extremely basic though, without the megaton mod you can't even fight the aliens. all you can do is blow up buildings and fly around.

... no. you just need to unlock the sandbox mode. which is unlocked by completing the main story.
