Late, but I got it to work.

Replace 'Tales of Berseria.exe'

Go to 'Tales of Berseria\GAMEDATA\BASE\CHUNK0\GENERAL\LOCALIZE\ENG\'

• Replace the 2 files 'FILEHEADER.TOFHDB' and 'TLFILE.TLDAT' with those in ENG.zip
  
• Delete 'FILEHEADER.TOFHDA' and make sure it is not recreated when you start the game. The presence of this file will crash the game on startup.
