How exactly am I suppose to change the policy to state capitalism or planned economy?

Managing spheres of influence as either Prussia or Austria is 100% my least favorite thing to do in this game, period. I can have 200 opinion, an alliance, foreign investment, and a full influence bar and it doesn't matter. One day everything is fine, and then the next, suddenly I'm getting outpaced ten fold and I lose half of my sphere. What is the game demanding from me? There are only so many modifiers that I can use. There is no reason why the AI randomly skyrockets their influence....
