You can move the jobs up and down the list to set their priority. I reccomend garbage collection at the top. you can also put them in groups and ungroup them.
I have noticed that but does one, lets say, 'moving minerals' also move isotopes when there is no more minerals to move? I don't believe so but I could just not be paying enough attention.
Also on those priorities are you able to set it to always be the same way when you start a game or is that a forced "You must change every game you play" mechanic?
It remembers it in the campaign. Not sure about singular missions though.
To answer your question about them switching priority. no. These employees are monotask. They are set to do one specific job they will do it untill re-assigned. When you specifically set a permanant assignment using the jobs list, it will wait if theres no job available and sit idle. This is no issue later into the game in fact its more useful to have dedicated employees, early game might hamper you, briefly since you only start with a limited number of employees.
Moving minerals and moving isotopes are seperate orders. However you could group them, and set their priority as a group.
Currently playing campaign and it has not remembered it yet.
i had to change the order and rearrange the jobs to the groups I like every time. So I guess it changed during an update or something.

You are welcome. Shame about the game. Devs forced into other projects, Game not selling the way they wanted it to. The game was supposed to have mag lev trains,,, TRIANS and a whole wellbeing system for citzens like food n stuff. all gone. So if things seem janky to you, thats because they are.
