Deconstruct it for full refund of resources, then construct it again. Uptier those resources to use less of them, for the minor cost of some extra Trash and Employee time.

You also can't do partial blueprints, if you want to use a blueprint, you will have to deconstruct the entire floor and re-place it with the blueprint.
