New update won't download

Not sure what's going on, but I start the download, it starts for a second staying at 0/0 bytes and then stops. Also, trying to verify the files just sits at 0% as if it thinks there's files online but can't find them to compare to. If I click play, it starts to open then gives an error message saying the game failed to download (content encrypted). So sounds like the files are on the steam server but because they are encrypted Steam doesn't know what to do with them. Edit: Sent in a ticket and they said ...

Cannot play on japanese

i want to play on japanese but the game wont start. I have changed the language preference into Japanese and i also have changed my region/language settings into Japanese. Anyone know the solution? Thankyou!
