All of the noted possibilities are somewhat complex and would require some time and insight.
1) Not in the regular way as it is hardcoded but you can try your luck with changing outpost to the new game model on the third level
2) If you want to keep Vanilla game stability(Titans campaign) then no.; If you don't want Titans campaign support then you can do it if you somehow skip from third to directly fourth "BuildLevel"-"tier value"
3) Related file: Data\Models\Platforms\Outpost\platform.def -> if you want to keep Titans support for your mod make sure to take it from the DLC1 folder instead of the regular game Root folder.
My suggestion for your needs/mod would be to just do the 3) and increase values for first 3 tiers of the garrison. But in doing so you will also strengthen rest of the AI in control of those garrisons. Explaining other possibilities would require me to essentially write the mod myself and that would take too much of my time :/
Giving the Ai increased power would actually be welcome, so I'll just increase overall strength for outposts :)
