if you mean a mod where you can buy any ship, i could have sworn there was a mod for that, it just needs a bit of tweaking to make it compatable for the current DLC updates.
If you mean build any ship in the game for your fleets, you can already do that, you just need to board and capture them after you have the right Homebase Upgrade.

Ah I see, is there any way to get a mod that lets you do that with out having to board them?
Don't mind going to war and all but I don't always find the ships I am looking for and it be nice to build them from the start.

It's obviously a cheat but you can edit the save file, just add the ships you want to the following section (use CTRL+F to search for "ProximaResearchUnlocked" to find this section quickly, it's about 3/4 of the way down)

Not sure what happens if you add ships you can research (the concord chassis) but adding any other factions ships should work. Haven't tried them all, but so far so good :)

You dont have to board ships in order to build them for your fleet, MKI ships are available at several conquerable shipyards in different sektors of the map, for example i conquered the shipyard of one of the baronys in the campaing and have a fleet of praetorians and tzars without to board a single ship of that type.
