There were rumors and teases for a villain pack (likely to include Cinder, Emerald, Mercury, and Neo) and that the crew is back in their studio working on new content, but nothing's come of it since.
Plus, what sense would it make if Cinder is the narrator? Especially if Cinder is playable? Who would be the playable villain team, then? Adam and Roman are known terrorists and couldn't just sneak into Beacon, and Roman is in jail at the time Grimm Eclipse takes place.
Plus, the villains are still posing as students. They'd logically make as much sense being in the game as anyone else. Cinder using her maiden powers in front of the teachers would give her away.
