4k/60 now attained on AMD GPU here's how >
After installing this for the first time earlier and appalled by the terrible state of performance running on a (RX 7900XTX - 5800X3D - 3600 CL14 DDR4) framerates regularly dropping into the 30fps range and frametimes all over the place at 4k, and after having tried all of my Tricks and Go-To's etc with nothing working whatsoever i found a combination that gets me a rock solid 4k/60 fps experience here is how:

Ingame Settings are: V-sync must be on, Framerate must be set to Unlocked (as setting 60 gave me irregular frametimes) & other ingame settings can be set to anything you require, but the 'Object Detail' setting MUST be set on Low otherwise this won't work.

In Adrenalin turn off Radeon Chill, Anti lag, Radeon Enhanced Sync.

In RTSS add the Rapture_Release.exe found in the SteamLibrary\steamapps\common\Rapture\Bin64 folder of whatever drive you have the game installed on, and set the Framerate limit to 59.988

Enjoy as this should now give you a smooth 60fps experience.

This solved it for me when attempting to force it to run in Vulkan didn't! Capping the frame rate is important, as I accidentally started the game when RTSS wasn't active and it jumped WILDLY, but with it on it stayed within a 10 FPS range.

Funny enough, I tried toggling Object Detail to High after I saw the FPS was mostly stable and didn't notice a difference in performance, although I also didn't notice a difference in visuals, really, so maybe I'm missing something. I was able to bump the framerate limit to 89.988, too, and get a mostly consistent 90 FPS experience with dips down into the 50s. That's with a 6800 XT.

Oh my god. I've been trying to fix this game for years with DXVK and everything. This is the solution that finally worked. I'm on a 6600 XT and there are still some dips to 40-50, but nothing like the abysmal 15 fps I had before. Pairing it with Lossless Scaling results in almost perfect 120 fps.
