FPS FIX 2020
If you end up with low fps and low usage for no reason. Go to nvidia control panel and set this games Low Latency Mode to Ultra. (add program - Everybody's Gone to the Rapture and change the setting for just this game) I've gone from 17 fps from the start of the game to a solid 60 fps all settings maxed with 980 ti and i7 4790k . (capped at 60, jumps much higher without. Only uses 70% gpu at 60 all maxed)

who mentioned this is another thread. Apparently many unreal games can use the same fix.

That did it. I tried turning the global setting to Ultra and that didn't work, but all I needed to do was add the game through Invidia Control Panel - 3D Management - Program Settings tab on the right and then changing the setting for the game only.

It's literally the instruction i gave lol. Add program.
Omg Thank You So Much! Went from barley somewhat stable 30 fps on medium to stable 60fps on ultra with gtx 1070 and i5 3570k. This post should be pinned. It will save so many from refunding the game. p.s. this game has the most amazing soundtrack i've ever heard. almost as beautiful as witcher 3's imo.

thx, I wasn't 100% sure what to do exactly either cuz I never mess around there but your comment helped me find out how to do what OP described.
