at 14 dollars for what is effectively streamed content, it's overpriced for purchase, and probably borderline highway banditry if it's a rental.

You could just buy a permanent disc for what they are charging you to rent movies on Steam. Or you could just run Netflix, something Valve has apparently never heard of.

so it is for rental? I wasn't going to buy it or anything I watch my stuff for free I was just wondering for a friend

It says right on the main page - "Purchase Now You See Me at a 65% discount for a limited time."

It's a pruchase price. At $4.90, it's basically the cost of a rental to own it. Not sure if that's better than having the actual disk, but not a bad value while on sale.
