perhaps do not need to clear obelisks from dead leafs until you understand right order of ignition?
is it possible to "snuff"/blow out candles?
I Suggest you to continue the quest, find the remaining obelisk, burn ivy and lit candle:
This time the wind will unlit everything and you can restart the quest from step 1 without any glitches.

There should be a chest at one of the pillars (the first one you see to your left as you cross the bridge towards the tower) it contains a journal which starts the quest after reading it, if I remember correctly
Are all nine candles are lit ?
because if in the slope area you have still unlit candles, try to burn it, and the quest will reset to 0/9 and your session is back to normal.

If it does currently have an actual purpose, should I try to get as much as possible for a better ending or something, or is there a certain point past which it's just for bragging rights? I currently have 2675, and I'm wondering if it would be a waste of time to burn the remaining banners in the more heavily guarded areas.
