Doesn't appear to be the case in the latest patch. They don't ever pit.
Or correction they seem to pit and repair the damage before continuing on. So they aren't really retired in the first place.
. The AI cars now change there driving style every second or so as there tires over heat, flipping from conserve to push to backup to nutrual so fast it looks like disco lights.
Retiring cars no longer retire, they will pit, repair then come back on track. Although they do mover out of the way for other cars they now interfer with the race as they are no longer governed by there damaged engine and blast around the track trying to pass any cars they can. they are now like blue flag backmarkers on steriods.
Also Car Livery's still do not show up during the races. Makes the DLC kinda pointless.

It looks like a logic error by the AI mid race. If you save the game and reload it, the retired car is in the pits and out of the race.
Looks like the biggest bug here is that Evans finished ahead of Santa Ana xD

I get what you're saying, but that's a workaround to the bug. This shouldn't be necessary.
