I've tried different thing and finally got my install to work, all i had to do was go find the .exe file for the game, configure it to run the game with windows 8.

Open Steam
Install game and go to local files.
Find and right click on .exe file for the game and select "Properties"
In the top of the window select "compatibility"
Check the square "Run this program in compatibility mode"
Select the drop down menu and set it to "Windows 8"
Click okay so the window closes and restart your PC

Now it should work, but it still takes a few min to get started :D
