I just had this as well. Also found some threads about it from 8 years ago.
It seems that when you power up the elevator, some of the witches relocate and it doesn't seem like them being unconscious matters. I had a pile of unconscious witches in the royal protector room, that pile vanished and then I found them in the lobby, most of them half inside the level geometry. Most still unconscious but one had died.
