Or are you able to see the launcher and click "Start Game" and nothing happens?
I was going to suggest starting from the game files .exe, but you've already tried that as well.
My guess is some sort of compatibility issue, which you already know. As I said, I don't use Windows 11 so I just don't know what compatibility options (or administrator access?) are invovled with Windows 11.

I see in some searches that for some games people had to manually install the correct DirectX version. That is after they tried compatibility mode and administrator rights fixes.
You probably made the best move in getting a refund, sadly.
But in that case there were a number of people commenting on the issue with DirectX and giving steps to download the proper version (this was a couple of years ago, I haven't needed to reinstall in the past 3 or 4 years).
I think it's more likely a Windows 11 thing, as I've read some older games have compatibility issues. But since I'm not a Win11 user, I don't have firsthand experience.
I don't know how often Steam will allow you to buy and refund the same game, so I honestly wouldn't risk it. You might ask somewhere like reddit if they know a solution, I don't do reddit but their Nobunaga's Ambition page may have more views and responses then this one. I don't do Discord, but maybe there's an appropriate forum there as well? I don't know.
What is your computers specs? Did you upgrade your graphic drivers?
