Minor Races and Exiles
How does this work? Can I ONLY get Exiles to which there is a homesystem of the Species in game, or can I get all Minors theoretically as exiles, even if I put minor races at minimum?

If were only talking base game
every civilization comes with a minor pop except vodyani
There are minor pop homeworlds
There are minor pop from signal curiosity
There are quest related minor pop

we are talking about the full 'experience', all official mods, patches and addons included. Why did you asume otherwise? The question is, AGAIN: if a Minor is NOT on the map with its homesystem, can it STILL be found as exile.

You can get every major and minor pop as an exile with the exception of quest line story related ones from united empire and vaulters.

Yes you can get random minor populations without their home system being there.

In one game, a "small" population of Vodyani was obtained.
