If you have this problem the same time I do, then I'm guessing you have AVG if the problem happened to you... The way I fixed it is I added an exception to AVG in advanced settings: ON AVG GO TO ADVANCED SETTINGS, ADD AN EXCEPTION from Programfiles (x86) > Steam > Steamapps> BlackOps3> BlackOps3 Icon and add that. The "deleting the video file" shouldn't work anymore that only worked for when that problem occured in the Beta, so if you deleted it then put it back. It should start up fine from then on.
