We will need more information as the dxdiag you post is very short.
Mainly we would like to know the following:
- Which graphic card do you have? Do you have two (which is really possible as it looks you have a laptop).
- Are you playing with two screens?
If we consider you have two graphics card the first to test would be to make sure you are using the best graphics card (probably an ATI or NVidia instead of the Intel one). To do this go into the game directory, right click on the .exe and select something like "Execute/Launch with graphic processor" and select the best one.
