If I remember correctly, Aspity's quest has two possible outcomes: 1) agree with Aspity to cover the refugee or 2) disagree and kill him. I assume you picked the second option and, thus, you'd have to kill him to continue.

Ok, I did everything you did and there's apparently a third option: running away from the fugitive. It's not a bug but you won't get a reward for doing so. You'll have to come back to Vlad Jr to continue with the main story.

Also, check your quest notes (Q) when you want to see, whether you did everything you could with the current task. It will update every now and then and might give you some hints on what to do next. When the quest is over, it will be marked with these *** symbols.
