How to fix/change resolution?

I was editing my resolution and accidentally input an incorrect resolution. It won't open, and I get an error message saying it couldn't initialize with the resolution mode I put in.

There is a fallout_res_config in the game folder, you can change settings there.

Do you know how I can access the game folder to edit the settings? I tied accessing it through properties, but I don't see a way to access the folder/settings.
