Try running the game in DirectX 9 and set the resolution to native.

You mean the patch that comes with the game from steam, that Bethesda provided?
or are you telling me I need to go and fix something that neither company has payed any attention to?

I'm referring to the patch that contains the file: f1_res_Config.exe

Do you see that file in the game's root directory?

Yes, and I already tried altering settings in notepad. nothing worked.

Open f1_res_Config.exe and change the Graphics Mode to "DirectX 9" and then enable windowed mode.

Done. I get a window for one second, then it collapses and the error message returns.

Try the game's native resolution (640x480) and go up.

even when I change the resolution size, it gives me the error, "Error Initializing Video Mode 640x480"
changing the Color Bit doesn't work either.

Enable compatibility (Windows XP SP3)
Set "disable display scaling on high DPI settings" on
Disable "run on 640x480 screen resolution"

Open f1_res.ini:

Set SCR_WIDTH=640 and SCR_HEIGHT=480

Also try running as administrator if none of that works.

Okay, we're going to have to try something ridiculous:

Delete ddraw.ini, run it again. If that doesn't work, reinstall the high-res patch.

... I may have found the problem.
I have ddraw.dll, but no ddraw.ini
