we are alone on an alien world even in space we are alone. lucky that in the far future we can use AI to make things like our guns and ships but to my knowledge we can not have fleets only our lone ship. carriers are allowed but only drones can attack for us I think. so owning a dozen fighters on it still doesn't get you a wing or squadron you can order.so there is no fleet commands.
