Is the penalty system really so hard to fix?

Being Wierdly British of a certain age I would like to see an option for speed in MPH and Temps in degrees C, rather that just Imperial or Metric.

It is. I use Oculus DK2 + Thrustmaster T150. It sounds like a driver you have is interfering. Try unconnecting any additional controller you have. And remember to start the game by pressing a button on the wheel, not the mouse or keyboard.
