And there is your problem.....
a HD 4600 with 1meg of ram is WELL BELOW the minimum standards needed for this game....
The GTX 550 Ti - the MINIMUM card for the game is 120% faster then what you have.
But you are 2 generations behind the MINIMUM REQUIREMENTS.
Don't know what to tell you... you're trying to drive 100 miles an hour on a moped...
You'd want to "blow" more than 50$ to get a video card good enough to run games. While that machine might be able to run some older games, nothing new would likely run anyway given the lack of actual video processing capabilities.
The lesson here is: you need to read about minimum and recommended requirements. They are in fact there for a REASON, so that people don't put money into a game thinking their ancient potato can run it "just because some other game runs fine".

Don't know where you are, but these are your issues:
240w power supply. This little hamster in a wooden wheel can't spin fast enough to power a modern graphics card... heck my 4070 ti takes 285w by itself!
So THAT is going to have to be replaced....
Then you can worry about your graphics card....
This PC was designed for business and NOT graphics in 2013. This thing was never meant to be a "gaming" rig, ever.
If the board has a GPU slot it might do something with a cheap GPU and stripped down visuals and performance in windows settings.
gaming industrie tries to keep up and demands alot of computing power to play the newer "products".
sadly thats only getting worse currently, where a single graphics card can cost up to 1k$/€.
in this case the game is quite old already and doesnt realy require such expensive latest hardware. i ran it back then on a phenom x4 (2009 build).
i dont know about your financial situation, but if you just want a somehow decent PC to play games, you may look around if you find some second hand stuff.
just need a newer harddisk and OS and you are good for many games to waste countless hours XD ;)
2 years ago i paid 350€ for an I5 4670 16Gb ram with a GTX1060 6Gb V-Ram.
depending on your location you may find something similar.
as mentioned, you probably will need a new SSD and OS (another 100€?) because people tend to keep that for themselfs (data safety XD) - and try to get a desktop pc, not a laptop! laptops are not realy designed for gaming, although most today are pretty powerfull.
still, they have sometimes heat issues, a smaller screen and parts are not as easy to replace as a desktop pc (also require special parts, a regular graphics card wont fit into the casing ;))

could also always Start. if ur budget is tight tight.. because i used to run a good build ill list the specs down below. befor i upgraded to my amd 5 build.
a motherboard that support below said cpu.

is to go with a 1660 Super. to start with.
32gb of Ram At least.
i also ended up going with a m.2 and a 2tb SSD to start with.
at lesat a 500watt power supply.
AnyCase u can find that fits ur motherboard i say any full size ATX Case. u can find some on amazon for 80 bucks or so. and i also went with a Stock cooler. for the time being then over time i put a better high end cooler in it.
that was a good build when i started out. yeah it might of ran abit pricey. but the only things that is going to hurt the price would be the PSU and GPU Most likely.
also. check Ebay for motherboards also look at the sellers Reviews. u can find Good motherboards on ebay. for decent. just have to keep an eye out for said reviewes. etc.
thats what i did over time. yeah it was a little pricey. but then again i saved alot of money to get my amd am5 4070 build. but at least its something for now.
but yeah when u get a build going. u can upgrade it overtime.
