fallout 4 wont launch????
anyone know what the culprit could be

vanilla just downloaded the game and all dlc, checked drivers, verified files, etc

I don't see why u wouldnt be able to run the game unless its a hardware issue.. which im assuming it isnt.

yeah im rocking a rtx 3080 with a ryzen 7800x3d and 32gb ddr5 6000mhz ram on a SSD

Check Sdack's guide. You may need to do an ini tweak or get the right drivers going. Also note with that video card you will need to disable the weapon debris setting in the game.

At what point does it not work? What happens when you click Steam's PLAY button? Does it get to the splash screen for settings and detection? Or does it simply not reach that point?

Debris is turned off and when i hit play screen goes black for 1 milisecond then doesnt launch goes back to steam library showing to launch game still

Culprit is the Next Gen update, people have had these issues ever since the update dropped and it was never fixed.

Did you download the high rez texture pack from steam?

if you did, remove it, and see if that helps.

I had a problem recently, some of my games like Skyrim and GTA V just didn't start. Steam showed "playing" for a second but the game never actually started. Then I noticed Epic Launcher didn't work, it gave some sort of error and didn't start, so i thought it's probably something to do with my pc, instead of the games themselves. Did some thinking and I came to the conclusion that it was my SSDs (2x 1tb) that were almost full, both had around 20gb of free space. I deleted some stuff until I had around 150gb of free space on both SSDs and all the errors never showed up again and all the games are working perfectly now.
TLDR make sure you have at least 15% of space left on your hard drive.

I have 400g+ left
is the game creating folder
Documents\My Games\Fallout4

should have files Fallout4.ini Fallout4Prefs.ini

check windows event viewer and also windows reliability history
might be a game crash event or system related problems

windows or whatever operating system you have, comes with default security settings. neither steam nor the game installer nor the game make any changes nor bypass whatever antivirus, security settings, folder permissions, running programs you have on your system. up to YOU to manage all that for this game and any other game/app you install.
