The game isn't meant to be "100% completed" in one run, since there are mutually exclusive factions, a huge variety of ways to go about fighting, and places to play in that you might concentrate more on in one run than others.
No, unfortunately no in game bug fixes were ever even on the table for the update. The "next generation" was for consoles to be brought up to speed with current PC quality.
That is such an old standing bug. Had it several times. There are ways around it, certainly easier if you aren't trying to run in survival vanilla without access to the dev console though.
If only they had left it there and not force-fed us untested crap CC as mandatory core game content.
