Seems like this is a common issue for this game and I've been trying different fixes I've seen both here just on Reddit but I can't seem to get any change at all. I'm on an OMEN Gaming laptop and can run BeamNG.Drive, Automation, Division, Division 2, Saints Row, and Far Cry New Dawn with no issues at all. Any help or advice at this point is greatly appreciated and i can provide full specs if needed.

Just because your computer can run unrelated other games doesn't mean anything at all for this one.

Please go to the top of your Steam library window, click HELP and then SYSTEM INFORMATION and post the entire list here.

If you've actually used sdack's guide you would probably find numerous sections which would apply here. But without knowing what your computer is actually made of and what it's running for drivers... can't know unless you say.
If its an OMEN from the last couple years, then yes, you system is probably more then capable:

But Fallout 4 is a grumpy old beast. Couple things off the hop:
Make sure the game is using the right video card. Fallout 4 is old skool. it don't recognise no RTX 3000.. or 4000 or heck even RTX 2000 series cards! You have to tell it to use it.
Apologies on the unrelated games, I was just trying to give examples on what I've been able to run since I've had the laptop. Here's everything that show up in the information:

Has that computer specifically EVER been able to run this game?

It's a laptop so is it running on PERFORMANCE or ECONOMY power? Always have laptops plugged in and on full power consumption so that the video card can be used.

The CPU is on the slower side so that may also play into it, as this game isn't JUST all about the video card. Your video card needs weapon debris turned off, but if the game itself isn't even coming up that's DEFINITELY covered in sdack's extensive list of things to try.
Honestly, I'm not all that sure as i got it second hand from my Fiancee sine she barely used it. whenever I'm using it, its always plugged in and always on performance . Weapon Debris has actually been off since the beginning.
