If you've actually used sdack's guide you would probably find numerous sections which would apply here. But without knowing what your computer is actually made of and what it's running for drivers... can't know unless you say.
But Fallout 4 is a grumpy old beast. Couple things off the hop:
Make sure the game is using the right video card. Fallout 4 is old skool. it don't recognise no RTX 3000.. or 4000 or heck even RTX 2000 series cards! You have to tell it to use it.

I am getting ready to leave for work and will be unable to try any fixes until later tonight or tomorrow.
It's a laptop so is it running on PERFORMANCE or ECONOMY power? Always have laptops plugged in and on full power consumption so that the video card can be used.
The CPU is on the slower side so that may also play into it, as this game isn't JUST all about the video card. Your video card needs weapon debris turned off, but if the game itself isn't even coming up that's DEFINITELY covered in sdack's extensive list of things to try.
This is why, all the symptoms are there. Cap FO4 to 60 fps or so from Nvidia control panel.
