check windows security/controlled folder access. if on, add exceptions for steam/game. windows update might have turned it on if you had it off.
if neither of those then the aaf update did something since the game saved before the update
Those options are being grayed out if there is a saving process running. Since it does appear directly after reload, I suspect your auto-save functionality is glitching.
Did you have considered to turn it off in options, force saving (console "SaveGame tempSave") and reload it after through console ("LoadGame tempSave")?

"---" in the lower left corner. enter your commands. press the tilde key again to exit console
Just an fyi but not everybody has Overlay Frameworks (I don't) and experienced the greyed out save option (so no, OF is not the cause)
If you had that mod too, please go check those bug reports on it's nexusmods page.
