i7 950 quad core
670 GTX 4gb Vram (overclocked windforce 3x - which also supports dx11)
12 gb RAM
Windows 7 64x with updates
I have the same problem with Wasteland 2 Director's Cut, it also crashes on launch.

Here's my Dxdiag: http://pastebin.com/vaNmJr1v
- windows key + type "event viewer"
- click on windows logs > applications > then find EoCApp.exe or the name of the game and give us the info in the description. It should say something like faulting module name or an error message.
Here it is:

I had Wasteland 2 DC problems as well - but I was able to get that running by messing around with compatibility mode, and setting it for Windows 8 compatibility.
Hope that helps you on W2.
Meanwhile, I'm getting the same kind of error, spent the last three days upgrading my system to Windows 10 64 bit (I was on Windows 8, but only 32 bit), and according to Nvidia I have the latest drivers for my card, and Direct X 11, but I keep getting:
'The application failed to create the rendering device. Please make sure you meet the minimum specifications! (DX11 compatible GPU with the latest drivers installed)
i5 Intel 3.40 Ghz
Geforce 9500 GT <--- This is probably my problem, apparently its not 'really' DX 11.
Windows 10 64 bit
8 gig RAM
Anyway, I hope the information helps someone.
Yes, in this case the card does not support dx11 I'm afraid.
I first thought that this was a Unity 5 issue, but Pillars of Eternity is working perfect for me. So I'm lost to what is causing this. All my other games work fine.
Edit: It seems Pillars of Eternity uses a modified version of Unity.
